New appointments in the Ministry for Foreign Affairs

On 14 June the Government decided about the following appointments in the Ministry for Foreign Affairs:

Risto PiipponenCounsellor for Foreign Affairs Risto Piipponen is to serve as Director General of the Department for Africa and the Middle East from 1 September 2012 to 31 August 2016.

Piipponen will transfer to Helsinki from Ottawa, Canada, where he has served as the Ambassador of Finland since 2008. He has been the Ambassador of Finland to Cyprus, too. In the Diplomatic Service he has also worked in the Embassies of Finland in Paris, Alger and Canberra and in Finland’s Permanent Representation to the EC in Brussels.

In the Ministry, Piipponen has served as Head of the Unit for General EU Affairs and Coordination in the Department for Europe, in the Ministry’s EU Secretariat, the Department for International Development Cooperation and the Department for External Economic Relations. From 1992 to 1994 Piipponen served at the EFTA Secretariat and the EFTA Surveillance Authority in Geneva and Brussels.

Piipponen joined the Ministry for Foreign Affairs in 1987.

Terhi HakalaCounsellor for Foreign Affairs Terhi Hakala is to serve as Director General of the Department for Russia, Eastern Europe and Central Asia from 1 September 2012 to 31 August 2016.

Hakala is currently serving as the Ambassador of Finland to India. She has worked as Head of the OSCE Mission to Georgia and as Finland's Roving Ambassador to Georgia, Armenia and Azerbaidzhan. Her diplomatic career includes postings to the Finnish Embassy in Moscow, the Consulate General in St Petersburg and the Permanent Mission of Finland to the OSCE in Vienna. From 1995 to 1996 Hakala served on the co-chairmanship team of the OSCE Minsk Conference seeking a solution to the Nagorno-Karabakh conflict.

In the Ministry for Foreign Affairs, Hakala has served as Head of the Unit for Eastern Europe and Central Asia and held various postings in the Political Department, the Department for External Economic Relations, the Department for Europe and the Department for Russia, Eastern Europe and Central Asia.

Hakala joined the Ministry for Foreign Affairs in 1988.

Marja RislakkiCounsellor for Foreign Affairs Marja Rislakki is to serve as Deputy-Director General of the Department for External Economic Relations from 1 January 2013 to 31 December 2016.

Rislakki is currently serving as the Deputy Permanent Representative and Ambassador in charge of Coreper 1 issues in Finland’s Permanent Representation to the EU in Brussels. During an earlier posting to the Permanent Representation she was responsible for matters to do with the preparation of EU enlargement negotiations. In the Diplomatic Service, Rislakki has also served in the Embassies of Finland in Madrid, London and Brussels.

Rislakki joined the Ministry for Foreign Affairs in 1983 and has held various positions, for example, in the Department for External Economic Relations and handled EU issues. She has also worked as Head of the Unit for North America in the Department for the Americas and Asia.
